Feeling Blue is a funky effect you can make with Adobe Photoshop. It is done with the great Liquify flilter, which I also used for the very popular Alien Attack tutorial. If you are not familiar with this filter you will love it instantly as it is one of the great hidden treasures of Adobe Photoshop.
Speaking of treasures, remember Pirates of the Carribbean? Well since the summer is almost here and POTC II is coming out soon, I thought who else to use for my tutorial then good old Cpt. Jack Sparrow, one of my favorite characters (see Dream Glow tutorial )

And before we begin, here are the before and after pictures, so you will get an idea what we are going to do.

  Step 1. The Liquify Filter

There is one very cool filter in Adobe Photoshop which is called "Liquify". Open it with Filter -> Liquify. You will notice a whole new environment. On the right you will see Tool Options. Set the brush size approximately to the size of the person's eye.

  Step 2. Sad Mouth
Feeling Blue is about making a sad face expression. The most important thing that happens when we are sad is that the corners of our mouth go down and the inner brows go up. We will start with the mouth.
Pick the Forward Warp Tool and drag the mouth corners down and the bottom lip up, the way it is shown by the arrows on the picture below.

You should get something like this:

Do not worry if it does not turn out like that on your first try. In the liquify filter you have options Reconstruct and Restore All you can use to restore the image to how it was at the begining and try as many times as you need to to get the perfect face expression.

  Step 3. Sad Eyes
To create sad eyes use the same tool and technique as before and apply it to the eyebrows. Move the inner part of the eyebrows up and inwards, the way it is shown on the picture below.

Now you should have something like this:

  Step 4. Blue Face
Now to make the effect more prominent I decided to add a blue hue to the skin, similar to what I did in the Alien Attack tutorial, where I turned the Orlando Bloom's face green. This time I will use a different technique that will only change the face and not the suroundings.
Select a brush with a hardness around 50% and select the Color Mode with 60% of Opacity. Pick blue color, I used #0096ff.

Step 5. The Feeling Blue Greeting Card Text

With an added message the picture can become a greeting card one could send someone who is feeling blue.
For text you can play around as you wish, I used the Poor Richard font and applyed shadow using the Layer Blending Options. For the blue color of the text I played around a little with the gradients in the Layer Blending Options.

Voila, the Feeling Blue Greeting Card:
